Bradley Roe and Hector Porras both lifelong El Paso residents founded Roe and Associates in 1980 as a Civil Engineering and Surveying company. In 1995 they changed their name to Roe Engineering LC.
Steve Morgan joined the company in 2013 by purchasing Bradley’s portion of the company and allowing Bradley to retire from the firm. The firm under Steve’s leadership has expanded its client base and skill set to include water and wastewater engineering services and grown from an 11 person firm to a 26 person firm. In July 2016, the firm moved to their new office at 2020 East Mills Avenue in El Paso, Texas and changed their name to H2O Terra to identify the firm along with their skill set ….Water & Land….
H2O Terra’s Surveying capabilities are diverse and through the use of latest surveying equipment and technology, those capabilities include global positioning system (GPS), robotics, scanning and drone technology. H2O Terra’s Subsurface Utility Engineering (SUE) capability is enhanced with the latest technology and equipment utilizing Hydro Excavation, Ground Penetrating Radar, and other utility location devices along with their associated software for mapping them.
H2O Terra’s Engineering capabilities, in general, includes Civil Engineering, Planning, Land Development, Stormwater, and Construction Management. H2O Terra’s Water and Wastewater Engineering capability includes planning, modeling, and design of water, wastewater, reclaimed water systems and the design of their respective conveyance, storage and treatment systems.
